I had to be really terse in the rules text to make it fit. It should say:
Tap: Put an upvote or downvote counter on target permanent.
If a permanent has X upvote counters on it, where X is it's converted mana cost, put a copy of that permanent into play under your control and remove all upvote counters from the permanent.
If a permanent has X downvote counters on it, where X is its converted mana cost, destroy it.
